 It's confusing to have two different email addresses - one for your blog
 and one for your account. It would make sense that in most cases, users
 have the same email both for their account and their blog.

 Issues can arise when needing to change your email - there is not enough
 information in the dashboard to let users know what each one does and
 which one they should change.

 This option is probably unnecessary in a multisite install, and too
 confusing to be worth any good it may do in a single site install. I
 suggest we remove this setting and leave it for plugins to handle.

 This is related to #10726 which was recently reopened, however that ticket
 seems to discuss a different issue and offers a different solution.
