 The option is not being populating in the options table for the main site
 after an upgrade. fileupload_url

 It's a resource which is used in quite a few plugins/themes for wpmu.

 Again, being done on creating of sites on the network, but not being added
 to the site on the network initial install.

 And apparently ipstenu reports it not there for a few other sites that
 were done with import.
