 duck_: "Upload a theme manually" is referring to the fact that you can
 actually upload a ZIP file through theme-install and let WP unzip and
 install for you. The old-fashioned way is then uploading into wp-content
 yourself.

 I think it's clear enough, with "Upload" capitalized and there being an
 upload filter link.
