#13456: UX: (Legacy) Flash vs. HTML Upload

On a setup where flash upload is not applicable (i.e. because of SSL), it
will still be offered as an option.
When a user then will realize, that this is by error and manually switch
over to "browser upload" (link is offered at least in 2.9.x), then the
flash upload progress meter is still there even though this makes no
sense.
This is a MINOR ISSUE but it might look akward to a user, therefore
classified as UX.
Maybe UX Department (Jane?) will see this not as minor, so please be not
offended by my classification. I will totally agree that this can confuse
a user because we have elements on screen which are hard to understand if
you do not know the technical details.
This one might be (hopefully) too late for 3.0 to fix.
