 I would tend to agree we don't need an AYS for menu items.

 That said, widgets have a Delete link only pixels away from the Close
 link. The Delete link has no AYS and deletes the instance entirely -- it
 is not moved to inactive widgets. Maybe the best fix for that, for now,
 would be to hide the close link if not JS.
