Comment:

 Okay, it looks like on a multisite blog, get_blogaddress_by_id will not
 respect WP_SITEURL and WP_HOME, as to enforce those, we simply filter
 get_option. Thus, on multisite for a different blog, we don't necessarily
 return the correct URL.

 That said, the ticket is otherwise invalid.
