 [14439] -- More menu improvements. Add link that adds a menu item to the
 home page, make empty menu dropzone slightly larger, limit selected items
 to the active tab. props koopersmith and ptahdunbar. see #13220.

 Does not yet work for JS. I think koopersmith has an idea on how we can do
 that easily.
