Comment(by wpmuguru):

 If allow_subdomain_install() returns false we should allow a subdir
 install because those will be local/dev installs.

 Also, we could compare the MIN post_date with the current date and if the
 difference is less than something like 2 weeks then don't block a subdir
 install.
