#13232: Child theme doesn't appear in theme list if parent is not present

I am running the latest beta version of 3.0 in multisite. I noticed that
when a child theme is uploaded to the theme directory and the parent theme
is not present, there is no indication that the child theme is there.
I'm not sure if this is a feature enhancement or a bug, but I think themes
with broken stylesheets and/or missing parents should still show up in the
list of themes- but with a notice explaining why they can not be
activated.
For instance, it would be much more helpful if the child theme appeared in
the list along with a notice that "[current theme name] can not be
activated because the parent theme [parent theme name] is not present."
It only took me a few minutes to figure out, but I could see some users
banging their heads on the table about this one.
