 Actually I've changed get_date_from_gmt() as well to make both functions
 consistent.

 Looking closer I think xmlrpc has to use get_date_from_gmt when a user
 supplies a date_created in GMT - so it then has to work out what the local
 time will be for scheduling.

 I think this should fix #13173 also.
