 The other option is to leave these themes as Externals in SVN, same for
 akismet, and just not include externals in the zip archives.

 That'd allow for the themes to be kept in the themes to be included for
 dev purposes, and only the latest theme (say, twentyten) included in the
 bundled downloads.

 Result would be
  * New Installs: Only twentyten available
  * Upgrade Installs (SVN): All 3 available, 2 via SVN external, 1 via
 normal svn
  * Upgrtade Install (Core Upgrade): All 3 available(Twentyten + what the
 user had previously)
