 @todo before close:

 1. Check for permalink config at the if (!empty($post_ID)) line.

 2. Add the missing linefeed to the end of the XHTML header.

 3. Copy template tag function the_permalink() from Simple Short Links.  It
 may be desirable to add $before and $after args because the core shortlink
 generator doesn't always return a link.
