 As of r13638, the initial menu creation on a fresh install is still a
 little funky. It doesn't get created when you first load the Menu page;
 you have to refresh. If you don't know about the refreshing bug and you go
 create a new menu thinking it's the first one, you'll end up with two as
 soon as the page reloads.
