 Returning p= shortlinks by default causes shortlink headers to be sent for
 posts. This could conflict with existing shortlink plugins.  If no
 shortlink is returned by default then no headers are ever sent unless a
 plugin explicitly starts using the shortlink API.  Is potential conflict
 with existing shortlink plugins a big enough deal to turn off post
 defaults in core?
