 @dd32: then it sounds like we're agreeing on the behavior, and the only
 thing snagging us is what screen the reporter actually meant. Sicne he
 didn't mention a filtered view and he default view of edit-comments is the
 All view, I thought he meant that. But either way, we agree on the
 intended behavior for the All screen vs the filtered screens.
