 The sentence is correct, as the actual link is "Add New" in the "Users"
 menu entry in the admin menu.

 To make that more visible, the new sentence should probably be

 'Allow site administrators to add new users to their site via the
 "Users->Add New" page.'

 A single patch for this seems useless however, as there are more phrases
 on those pages that could use some re-phrasing.
