 There are plenty of times where I've wanted an "author" page to exist even
 if the user hasn't posted anything (like a profile page).  Tags and
 categories can both have definitions (#9381), which may make sense to
 display even if no posts exist yet for that tag or category.

 I think it should stay just as it is.
