Comment:

 The more link is designed to expand the box out up to 30 categories,
 without actually increasing the height of the quick edit (it'd just
 overlap the other post rows).

 That said, it looks really ugly when you have multiple hierarchical
 taxonomies. Going to re-open and see if there's something we can do about
 it.
