Comment:

 Whilst this is a better behaviour, it seems like a bug to me.

 Surely, if WP can recognise that a post has missed the scheduled posting
 time, it should simply post it as soon as the problem has cleared.

 I.e.

 I couldn't post THEN, but the database is available and I see it is
 overdue.... I'll post now instead.
