 /wp-includes/link-template.php

 How to reproduce: disable page_comments option in "Discussion Settings",
 and switch to the "WordPress Default 1.6" theme. Go to a post with
 comments and you'll notice that there is a "new comments" link there below
 the comment list.

 If function next_comments_link won't be fixed, comments.php in themes must
 use page_comments option to determine whether navigation links should be
 generated.
