 Under Miscellaneous Settings (wp-admin/options-misc.php), the helper text
 for "Full URL path to files" is '''Configuring this is optional by default
 it should be blank'''. This is better:

 Configuring this is optional. By default it should be blank.
 }}}

 That may require you to add a period to the end of the description for the
 prior field (Store uploads in this folder) to be consistent.

 This bug is for 2.7.1.
