More accurately, you're talking about default behavior as it has been for
many versions of MU. You're welcome to submit a patch to allow wp-login.php
registrations over wp-signup.php, but it won't happen for 3.0. We are using
this version to merge the codebases and provide a base for future feature
development, but we're not addressing general perceived flaws or
inflexibilities in the 3.0 release.

MU is not for the faint of heart, and though that'll change in the future,
it remains the same for 3.0.
