The mu-plugins folder has worked in WP core since 2.8. There is no blank
folder bundled on new 3.0 installs as there was in MU installs, but it still
works the same way if it exists.

A note, it will remain mu-plugins, not ms-plugins. The acronym became "Must
Use" plugins when it moved over to core.
