On the flip side, if the top level did not take you somewhere, they would
have to reincorporate the drop down menus with only one item. For instance,
to get to the dashboard, you would have to expand the dashboard "Menu",
revealing the single link to "Dashboard" and then click on that. If they
kept it the way it is, then some top level menu buttons would open a menu,
and others would take you to a new page.

I am for the current setup.
