[wp-testers] Having a clearer and translatable maintenance message?

When the auto-update fails on some configuration, it leaves the
.maintenance file in place, without any other explanation for
unsuspecting users. Hence, they don't really know if the update has
failed, and they can't access their website, bing blocked by a message
they don't know what to do with:
"Briefly unavailable for scheduled maintenance. Check back in a minute."

It would be nice to:
  - have it translatable ;
  - have a different, clearer message when the user is trying a
/wp-admin/* URL, something like "The auto-upgrade has likely failed,
you should delete the .maintenance file in order to access your blog
again".
