[wp-testers] view site button covered navigation when title is empty

if the title is setted empty or whitespace, the template of site admin
will be broken.
the "view site" button covered the navigation, and "write" is almost
fully under "view site".
it seems that the place of title and "view site" is omitted when title is empty?
