[wp-testers] Widgets page has placeholder links

In the widgets page at /wp-admin/widgets.php, next to the headings
"Available Widgets" and "Current Widgets", there are links titled "?".

They are both hash links, and link to "#help:available-widgets" and
"#help:current-widgets", respectively. Unfortunately, those targets do
not exist, and no JavaScript action exists.

Those links are totally unacceptable as-is, and should definitely be
removed before we can even think about a release.
