[wp-testers] Admins can't make new categories

I have numerous admin accounts, and they all cant make categories.  
I'm running 2.1 from the main WP site. It says exactly that, "You  
don't have permission to do that"
I am using Safari on a mac. I cleared my cache numerous times, and  
I'm redoing the DB right now.
