Usually it would be useful to also list your environment settings of
your server including PHP/MySQL versions and if PHP is running as CGI.
This is pretty much standard in any bug report so I don't see why
anyone would do so differently here.

Well the theory is that you would do the upgrade immediately after you
upload the files. I do see your point though and maybe it would be a
possibly useful feature to have a 'freeze' upon uploading new core
files until the database is upgraded.
