I think that it would be awesome to have a WordPress plugin or something
that would display an update notification for updated plugins. This
notification would be displayed on the Dashboard and on the Plugins
page.

A thought--
For Joe Blogger, it's a bit of a pain to remember to check WordPress.org
every month to make sure his blogware is up-to-date.
Sure, the Dashboard lists the feed from the dev blog, but if Joe
Blogger's like me, he never reads it.

Wouldn't it be practical to have an XML file hosted on WordPress.org
(e.g. http://wordpress.org/download/update?ver=$version)? By default, it
would be empty, but when the version is replaced by another, it would
simply contain a reminder and a link that could be printed at the top of
the admin interface (for level 10 users).

Obviously, require(); and include(); would work as well, though I might
muster a guess that using either with an external site would be frowned
upon.

Thoughts?
