Hello,

Whenever soemthing happen to the mysql server and Wp can't access to the
database, the page that is displayed says that the Wordpress is not
installed and/or that config.php (naming the file) has a problem.

Concerned are :
function wpdb (..) and function select($db)
This is a normal alert for a new, unfinished install, but this is very
"strange" for a perfectly working wordpress that as simply a specific
problem at a specific moement.

It would be great to add the capability to personnalize this messsage to
avoid users to see this when they access to a site, they are used to read...
they really don't understand what's going on

Perhaps an easy way would to add these paragraph to the list of the ones
that can be translated ?
