Yes. Whenever you upgrade you ALWAYS have to run the upgrade script in case
there are DB schema differences.

Likely a plugin that is incompatible. Wp_users no longer uses user_level.

Make sure you run wp-admin/upgrade.php if you're upgrading. Then you need

to track down the rogue plugin.
