Greetings!

I'm new to this service, so I apologize if I'm not doing this correctly.

I'm
looking for a nice neat Wordpress theme for my business. It shouldn't
be too tough I imagine, I just don't have the design experience or
[most importantly] the time to work it all out. I've tried to take
free themes and force them to do what I wanted, but I haven't had much
luck with that.

What I'm looking for, in general, is a simple,
attractive, "web 2.0" look (as I'm sure everyone is these days). I
already have a logo (350px wide by 85px tall), so that's taken care of.
I've attached a [very] rough sketch of what I'm hoping for, and I'll
describe what I want.

single-column, probably only 750px or 800px wide - no menu bar

a
banner at the top, as seen in the image, with my logo at the left and a
space on the right to add some info like email, address, and a
Grandcentral "Call Me" button (which is much smaller than my logo, so
that should fit if my logo fits)

on the main part of the page, I want to have tabs for each page placed on the top as shown

rounded corners on the banner, tabs, and main body

As
for aesthetic issues, I'm open to suggestions. I'm not great on the
graphic design front, and as you can see my sketch, though done in
about two minutes, doesn't show much imagination or color. Some
guidelines, though:

the colors of my business are blue and green, specifically #008000 and #004080

The borders don't need to be 2px-wide black lines

the
grey area in the background of my sketch would preferably be a subtle,
tiled background image, whatever goes with the aforementioned colors
(all I could think of was gray). I'd probably prefer to keep the body
of the page white.

If possible, I'd like to be able to signify the currently-viewed
tab with a different color or something. If this requires too much
extra work (would javascript be needed for this?), I can live without it

I'd prefer to have links on my site be green and hover blue (using the colors above)

If
I'm forgetting something I'd be happy to add, but this should be enough
info. I'd appreciate it if I could get some quotes for the work
described above.
