[wp-polyglots] New release notifications for translators

This is not a permanent solution since Ryan will post it for 3.0, but what
about minor releases in branch (3.0.1, 3.0.2 etc)? Ryan is not the only one
who is making those releases.


A while ago, I subscribed to development blog via FeedBlitz but it wasn't
fast enough (it could take more than a day to send email). Then I subscribed
via Yahoo! Alerts but it is slow too (though faster than FeedBlitz).

I thought about making my own subscription service for myself for urgent
notifications like this, which would use cron to perform often checks and
sending.
