[wp-polyglots] Showcase submissions and deploy requests

Hi,

I've noticed a pattern in some cases where admins of the locales sites
add new sites to the showcase section and then request a deploy.

Just for clarification, there's no need to request a deploy after a
showcase submission, it goes live immediately.
