there are several translation teams, depends what language you are
interested in to translate.
Once you've chosen a language, you may find that there exists somebody
who validates already,
or you may ask for such permissions.

The best place to ask for WordPress.com is on the forums:

(Use your wp.com account to post this request and the language you are
interested in).
