Hi,

This is Naoko, one of the admins of Japanese WP team.
I wrote a codex page about how to add your localized version of
WordPress to Windows Web App Gallery.

Microsoft recently translated the App Gallery site and Web Platform Installer.
WordPress (English) is already on the gallery
(http://www.microsoft.com/web/gallery/wordpress.aspx), but they are
also looking for localized open source apps to add.

Let me know if there anything that's not clear enough in the Codex
page. I will make sure to edit it.
