[wp-polyglots] local .org site CSS file is different from wordpress.org

Don't hate me... I have another request regarding the local site. ;)

The actual site title (not what shows up in <title>) is currently set
to "日本語" so that's what they see when people subscribe to our feed.
http://ja.wordpress.org/feed
It should at least include the word WordPress.

Ideally, both the site title and content of <title> should be
"WordPress 日本語ローカルサイト" (WordPress Japanese Local Site). Is this
possible?
