[wp-polyglots] Localization for Vietnamese

Hello all,

I would like to join the repository with the localization for Vietnamese,
which I already made available for a while on
http://codex.wordpress.org/WordPress_in_Your_Language#Vietnamse_-_Ti.E1.BA.BFng_Vi.E1.BB.87t_.28vi_VN.29

This localization is up-to-date for WP 2.7, the version for WP 2.6 was not
made, but there is for WP 2.5

Please instruct me further how to take part in this official repository.
By the way, I would like to setting up vi.wordpress.org for the Vietnamese
community, what do I need to do?
