[wp-polyglots] Finnish wordpress translation & fi.wordpress.org

It seems translations for our Finnish repository are accepted only in
fi.po -format, instead of fi_FI.po, even though the latter is the
recommended way to go. This would not matter much otherwise, but the
CodeStyling Localization plugin seems to recognize locales only in the
"xx_XX" format. How can we change this?
