Babelpad text editor (http://www.babelstone.co.uk/) provides options
to convert Numeric Character References (NCR) - both Hex and Decimal -
and/or Universal Character Names (UCN) to Unicode characters and vice
versa.

I am using it to do composing text in Tamil (ta_IN) and the option to
save without BOM is very helpful in inserting Tamil unicode characters
into PHP files.
