[wp-polyglots] Time format in general settings need teawk

IN Settings-<General the time format now show up 3 predefined time
format and a customisable one.

In english this are am/pn time (with am/pm in lovercase, the second
AM/PM (uppercase) the third is 24 hours time (european style) and the
a box to se a custom format time.

The first entry is I18Nized and then i.e for italian show up same
value than number 3 and it's not clear what time to select.

I propose to eliminate the I18N on first entry, put an explanetaion
near all the 3 entry and let I18N only the default value for the 4th
entry.

If traanslator agree i will make  patch and submit a ticket.

I propose to have explanation like this:

1) am/pm lowercase
2) AM/PM uppercase
3) 24 hours

Suggestion about this description are welcome.
