[wp-polyglots] Preparing the launch of the Chinese WordPress.org sites

With the launch of 2.5, I guess it is a perfect time to launch to
cn.wordpress.org site, along with the cn.forums.wordpress.org
It is time to unite the WordPress fans together :)

We are still preparing the repository, however, it would be nice to
try out the build process on the cn.wordpress.org first. Is there a
way to get the site for internal access only, but not open to the
public?
