[wp-polyglots] wp-config-sample.php doesn't contain language code

I've been uding the build system in order to have French users test
the RC1 and the translation.

(using this URL so as to not put the RC1 on the fr.wp.org homepage).

While the archive does contain the needed MO file in
wp-content/languages, I've had users telling me that WP does not get
translated.
Looking at the archive, I see that wp-config-sample.php is not complete:
define ('WPLANG', '');
where it should be
define ('WPLANG', 'fr_FR');

Is it normal?
