[wp-polyglots] i18n repository restructuring.

http://svn.automattic.com/wordpress-i18n/ko is wrong address.
correct address is "http://svn.automatticcom/wordpress-i18n/ko_KR".
so, suggest repository restructoring.
Based trunk, wrong directory name and wrong filename is below.

 * locale fa : change directory name to "fa_IR"
 * locale ja_JP : change message filename to "ja_JP.po/mo"
 * locale ko : change directory name to "ko_KR"
 * locale nl : change directory name to "nl_NL"

Another suggest.
message file auto update script and translation statistics page create.
For example,
if /wordpress-i18n/pot/wordpress.pot updated, run "msgmerge -U
/wordpress-i18n/ko/trunk/messages/ko_KR.po
/wordpress-i18n/pot/wordpress" automattically using cron script or SVN
hook script.
