COdex could be used for example to kepp a list of plugins and themes
already internationalized by authors or a locale team to allow other
translator to grab them and make them available in thiyr language too.
Neither this list or a forum would be the correct tool for something
like this. Some documntation on how to I18N theme and plugins and info
about poEdit could be useful for new translators. Disucssion will be
taken on ML obviusly.

Well this is not what happened till now, and there is lot of plugins
anf theme loccalized by people different from the developper, the idea
is to make them be incentivated to make theyr products I18N. Making an
I18N during the development and form somone that know his code better
than anyone esle needs lees work and efforts thant done by someonelse.

Discussion about improvement and better support for theme and plugin,
was done on hacker mlist, the idea to take more care for this is
supported by the core WP developper team, obviously they can't care
for all, for this was started the responsabilities program, to
coordinate volunterers and improve all the WP machine.

WP core tema is too busy to care for this so Matt wanna delegate some
stuff, the page on codx about WPP responsability was made by Matt
himself, there is need to harmonize all the various people that
contribute to WP in various ways, and have a unique reference for
every "section", and making decision fastr and in lot of partes
variuos "teams". To the basic, the problem is that developpera are
only 2 plus some other that help at various level, and they can't care
for everything.
