In the RSS feed WP use the time setting used for display time in posts
etc. so the time could look like (for italy):
Sab, 07 Set 2002 09:42:31 GMT
But RSS feeds specifications says that all date-times in RSS conform
to the Date and Time Specification of RFC 822, with the exception that
the year may be expressed with two characters or four characters. An
date can be all numerical or in english so the time before woudl be:
Sat, 07 Sep 2002 09:42:31 GMT or 2002-09-07T09:42:31+0000
Practicalli in feed it's better do not do any localization routine but
use always english time or numeric time
