[wp-polyglots] Include info about locale team in the Dashboard

I was thinking about having a space on the Dashboard for locale
version where locale team can insert a reference to a page/portal etc
with resource related to WP in tehyr language.

I read that some translation team (DE, FR IT and other i think) have
opened a blog/wiki/forum/site to give info in they language.

For the EN version this or these links can point to WP Homepage, forum
or codex, 2 or 3 links that can be gettexed would be a nice solution,
without having to hack the program files.

Pro & Con? Idea?
