[wp-polyglots] new portuguese localization complete

Olá!

I have completed a new localization of WP 1.5.2 to european portuguese. 
I have installed now 5 blogs with it and I'm going to install some more, 
so I think that I'll have enough feed-back to get it perfect.

I would like to have some instructions about how to make it available to 
the public through the codex...
