There are entries for Norwegian but no files are found. Not to difficult 
to explain,
as there is no easy way to get translations moved in the repository 
(still wating for Greek).

Your next stop is the page http://codex.wordpress.org/WordPress_Localization
which appears to have Norwegian translations.
